Here's my 2 cents on the issues you raised:

1. First aid kit and drawer. Under the seat is nothing but wiring. Is this something that can be ordered?
The first aid kit isn't available in the U.S., it is a Euro thing. If you really want it, you can typically find these available on eBay. Some dealers may also special order parts like this, such as Crevier BMW. But in general, you didn't "miss" anything on this item, as it was not installed in vehicle originally
2. The red light on the rear view mirror doesn't work. Is this a bulb that is easily replaced?
When you indicate that it doesn't work, I assume you know that it only flashes when the alarm system is set. I haven't heard of these burning out, and would expect the bulb to typically outlast the vehicle itself. Before replacing the bulb, though, I'd test to make sure the alarm system is working properly.
3. The computer under the spedometer...some of the letters aren't showing. Is this possible to fix?
This is a common problem. There are two fixes. One option is to replace the complete dash cluster assembly. Stay away from buying a used one, as the mileage must be reprogrammed by the dealer after the installation of a new cluster and most will not do this on a used cluster unit. A second option and probably less expensive option is to have your existing cluster repaired. Here's a company that does this - http://www.vdorepair.com/
4. There is no front license plate holder. Is the dealer supposed to provide this? And, the rear license plate holder has two screws holding it on instead of four. Found out today that these screws are special screws and not carried in our local auto parts store.
In states that require them, the dealer generally provides these on new vehicles that are sold. But it's not uncommon for them to not add them to used vehicles that may not have them. I have one that I'll be glad to mail to you, if you want it. It was given to me by motordavid several years ago when I lived in Illinois, but I have no use for it here in Michigan.

As for the screws in the back, two is sufficient to hold the plate on. But if you want 4, go to your BMW parts counter and I'll bet you that they'll give you a couple free of charge.
5. The tilt steering wheel goes forward and back, but not up and down. My husband thinks possibly we need to have the brake applied for this to function.
It sounds to me like the tilt motor is shot and need to be replaced.
