You'll likely have to get your hands on a european headlamp. It's a lot like the E90 in the sense that you can't simply just open them and take the reflector out.

I think it's annoying that we have a useless US regulation that requires an orange corner reflector and that the turn signal bulb must be illuminated at night. Thankfully, BMW seems to have gotten around that first regulation with the newer models, putting the reflector on the wheelwell.

these cant be baked open? that was what a lot of people do if they have a face-lift e46 so they can put in angel eyes.

These headlights do have a tough seal on them that is impossible to open. You will need to replace the entire headlight. I'd also recommend replacing the amber turn signal bulbs with our LEDs or Solaris bulbs to get rid of the amber reflection in the housing then they are not illuminated.
