Skipping windshield wipers

Last fall I was going to replace my windshiled wipers, I went to Pep Boys and bought Bosch wipers, they were about $20 each, I put them on and when I tried them with the windshiled wiper fluid, they skipped accross the windshield, so I put the old ones back on and took the bosch ones back, the old ones were not that bad, I just was going to change them for the winter.

So, I think it is time to change them now, I was told new wipers have a silicone sprayed on them to keep them from drying up and I should use some rubbing alcohol to take it off, that would stop the skipping, anyone else have this issue?

Any suggestions, advice, etc?
