i think we could round up 99% to 100%, if you still have a vibration it can be due to something else like alignment or something with the brakes.
rim could be out of round. (mfg defect) see if you can have them ship another to you.

Looks like all they have done is take the long strip of weights and double them up, so they are more in one place. I wouldn't accept that amount of weight. Did they dismount the tire and turn it on the rim? Did they actually measure the rim, or just rebalance it? What does the supplier of the rim say, will he exchange it for one that is made to a tighter tolerance?

I still feel vibration through the steering which becomes more apparent when cornering. Have just emailed the supplier to see if they will replace the rim and tire.
