Here is the SIB related to the repair - I live in San Diego and don't have a condensation issue.

Would this only apply to driving in winter? I don't drive the X at all in the winter.
Could I just inspect (if oil inside & TB area) replace the hoses? and Pressure Regulator Valve (Repair Kit)

There are a number of reasons you my get condensation (coolant leak, cold rainy weather, etc.) I would inspect the diaphragms every year or two (takes 10 min.) and carefully inspect the vent hoses (any vacuum leak will cause the valves not to close and they'ii start sucking oil & ambient air). Any time the vehicle runs bad or starts using excessive oil - check the hoses and diaphragms right away. BMW rubber & plastic parts are known failure points.

Clockwork is on a distinguished road
well damn. I wish I read this months ago when I bought the new designed CCV hose with the external CCV in it. I have the '05 X5 where the cyl head covers still have the CCV built in and I was told to buy this hose with the external CCV built in too, so I'd actually have 2 CCV's for that cylinder head cover. D'OH.
Funny how I never stumbled upon this thread when I was doing reserach for my E53,. but I did when I was google searching for my E31.
