Yes and No.

Yes, that's what you want to get - 13.8v constant.

No, that's not necessarily what you want for output from the PS. That's why its nice to have an adjustable one like the Deutronic. I specified 14.2v for mine to net 13.8v after taking into acct ignition.
My PS mode specs:

PS Mode = Output 14.2VDC @ 40 amps
- Boost On = 12.7V
- Boost Off = 14.2V
- Float On = 13.2

Yes that's about right. It has been a while since I ran mine as I have sold my BMW. But you have to account for a power loss so 14.5-8 drops back to a constant 13.8 or there abouts. My unit puts out 70 amps and BMW now recommend 80 amps as do Audi. But on the older cars you'd get away with 40 amps.

The voltage warning that come up DO NOT affect the connectivity to the car.
The fact that it show up means it's already communicating with the car.
