It is indeed the active cruise control light. Here is a demo on youtube.
YouTube - BMW E38 7 series With ACC Active Cruise Control I do have this light on my x53 dashboard too although it is unsused as I do not have the active cruise control

That is completely bizarre that X5's would have the indicator and not the functionality. Isn't it odd that no X5 manual at least shows the indicator and instead shows something else in its place. Completely weird.
