So Do I need one RL-650 for each led light? Do you have any info on how to wire it? Thanks.
You need two, one for each light and it even come with instruction.
If you run into problem how to wire them in let me know i'll help you with it.

I tried to put led turn signals bulbs in but they caused the fast-flash, blown bulb warning. They looked AMAZING though with the led tails. I bought load resistors and wired them in series and in parallel with the two-wire turn signal bulb socket. The bulb wouldn't work in either case. I tried this with a 25w and 50w resistor. Can you help me?

I pretty much gave up and bought the stealth bulbs but I would love to have completed this mod.
