radiator

hi everyone hope that this is not a dumb question and i apologize in advance if it is...anyway checking under the hood today and if facing motor to the immrdiate left of radiator there is metal pipe and a valve i guess with a small plastic black cap covering...does anyone know what it is..if i turn it it turns i dont know if it can be tightened or is it just a cover i am fearful that it will leak coolant or freon....thanks rob

That is the AC lines, and the plastic cap just seals out dirt/moisture to keep the service port clean. Nothing will leak if you pull the cap off to look, but make sure the cap stays on tight to keep it clean.
