I just tried the same thing for the first time on my new '06. It also did not come on with the seat heater. I assume that's how it's supposed to activate but I'm not sure. I have not RTFM yet.

if you have a heated steering wheel, there is a button next to the cruise on/off button with heat squiggles coming off of it on the steering wheel that turns it on; it's totally independent of the heated seats

The engine must be running; on my X3 if you try it with the ignition on but no motor running, it pretty much doesn't work.

Bummer, engine running, heated wheel button does not light and wheel does not get warm, open to any opinions
