You'll need it. Year doesn't matter.

I'm actually about to pull the trigger on some on Ebay at this very moment. From my searches I did here on the site apparently the 2003 and up cars have problems, I have a 2002 4.6is so hopefully I'm safe, from whom and where did you get your lights? Also are all of the lights (reverse etc.) LED, I can't tell by looking at the pics on Ebay.

I did buy the capacitors and installed with no success. I didn't really have time to investigate as I had gotten a ticket to fix so I ended buying a second pair of lights with bulbs. I believe it just might be a wiring issue itself. What to do with the other pair is another question Haha

i see. i just need a quick fix because i recently got a fix a ticket for my smoked out tails, which is the OEM tails. i want to replace the entire tail lights with new factory smoked LED's now. i may have to just let a professional do it... but where? I'm located in los angeles, CA. Got locations?
