ok.. so i bought a set of LED tail from ebay... and i got the capacitors as specified... did the hook up... the black end of the cap goes to one of the black wire...the other end of the cap goes on the green wire.... and ... I am still seeing a pulsing in the lights that goes with the idling.

what now?
