Yes and no. How about that for an answer?
At some point there is no avoiding brushing but there are times when the wheels are not as bad but where a proper wheel cleaner like Sonax or Duragloss helps break up brake dust enough to eliminate the need for brushing. I also find that there are some bits of brake dust that are almost baked on and Sonax helps loosen these whereas simple car wash detergent won't. Just check out the many examples in Phil's detailing forum.
My usual routine is to spray on Sonax, let it sit and work its magic, then go in with a small brush to get the nooks and crannies that no one could expect a spray application of whatever to get. I do believe that the Sonax makes the brushing part easier, especially when you're eating up OEM pads that put off a ton of dust.
