Headlight problems

I just replaced the bulbs in my xenon headlights with new ones. I replaced the originals with D2S/D2C/D2R 35W 6000K bulbs. They fit up great and when they work the brightness and color is great. The problem is that I have to cycle the headlight switch between on and off multiple times before they will stay on. They will flick on and then turn back off. The passenger side bulb is the one that burned out but now both of the bulbs are flickering on and off. After several minutes with the car on I will turn them on and they will charge, dim and then brighten up and stay on like they are supposed to. Any ideas what would be causing this? I have no idea what it is.
