Swap the ballasts out, that's probably your problem.

So it's probably just a coincidence that it started happening when I changed out the headlight bulbs? Any good sources for ballasts? I'm getting ready to sell the car and want to make sure it's all good but not break the bank.

As far as I know they are. I installed the lights and it did this. Then I removed both lights again to resurface the lenses as they were clouded and they still did it.

I had a headlight flicker. Sourced the problem to the Ballast (underneath the headlight, so you need to take it out) rubber seal. Water had entered the ballast connection. I just cleaned the ballast connection and all good to go.
I already bought a spare ballast just in case, sometimes 2 is better than 1
