Rear wiper not working

I have had my 2001 4.4i sport since July, and th e rear wiper has never worked. Living in NW Oregon, it is really needed. I have removed the motor assembly and checked the circuit board, and it looks fine. I have power to the assembly. Nothing happens when I activate the switch, and the rear washer doesn't work either. The fuse is fine. Has anyone else had similar conditions, and solved this? thanks!
