Ok, I'll try popping it out then replace the fsr if I can't find the problem. Thank you everyone for your time and help!

Ricky Bobby will become famous soon enough
if you're going to pop out and clean it clean all electrical connections with electrical cleaner too!

I only assumed FSR because I was under the impression that if the fan kept running after the car was off etc that is symptoms of a failing FSR/FSU

Ok, I've concluded that it only shuts itself off and on only when the heater is on

ok, so my indy has replaced the IHKA 3 times, the FSR, and the ignition switch. it only seems to really do it when the engine is up to temp and then starts freaking out. this time the IHKA and blower shut off completely and flicker on and off randomly.

Is that IHKA been replaced 3 times since you took the car in for service just now, or 3 times before you even bought it?

Did the indy have the IHKA scanned for codes or is he just throwing parts at it?

It's been replaced 3 times since I bought it. He's cleared all of the coded and programmed each one to the car.

Could it have something to do with the heated mirrors or washer fluid? I'm pretty sure the connections pass through the IHKA?

The HEATED washer jets receive data from the IHKA...but the heated mirrors don't. The signal splits after leaving the IKE. The heated washer jets signal comes from the IHKA (by way of the IKE)...but the signal to the heated mirrors comes from the GM (by way of the IKE).

The heated mirrors get their data by way of the ambient temp sensor, which sends info directly to the DME, which then sends data to the IKE, which then sends data to the GM, which then sends it on to the front door modules...then the mirrors heat up on a timed interval based on what the ambient temp is...the IHKA isn't involved in the heated mirror operation:

(See topological chart below to see how the IKE (instrument cluster electronics) is the main gate keeper module...everything runs to it or thru it as data is communicated all over the vehicle.)
