Lower trunk won't open

I'm able to open the top half but not the bottom half. When I press the button it makes the noise but doesn't move. The only way I could get it open is if I push it towards the front of the car and kind of wiggle it back and forth while pressing the button and only if I'm lucky it opens

I would lube the latch mechanism on the lower tailgate. Sounds like the button is working and a sticky latch

What happens if you try to "manually" open the tailgate? Perhaps something is hanging up?
