Crc brake cleaner, dont get any other versions thats the best one..
Or purple power degreaser and agitate it with a old toothbrush or any other old brush,, maybe some rag you can throw away or something,, then wash off.

Try it hopefully it works,, but the green version is one i got one time and it didnt do jack,, i go through alot for cleaning engines on semis of leaky oil and such. The crc brown/black ones literally wash it away, the green one didnt do anything.
Edit: Actually its the red/black one,, dont know why i said brown.

The green works well enough for me, (green is non-chlorinated and red is full strength toxic chlorinated formula, manly stuff!) as I went through a dual front wheel bearing job with doing the outer CV axle boots and was my degreaser of choice when I cleaned out the CV joint.
If you have a can of the green just use it, just don't get it on paintwork lol, regardless of red or green. And I especially don't recommend using brake cleaner to clean painted wheels, even if there is grease on it. Use simple green or Stoners Tarminator, much more "painted surface" friendly. Maybe Brakcleen on the inside of the wheels but in small amounts and make sure you rinse the wheels off afterwards to get any residue off.

I'm not sure if you can find it anywhere but through a sales rep....but, I use a degreaser called "Blast" from Meyer Labs. The stuff is Brilliant for grime and grease! Spray the stuff on, and wash it off with hot water and your good to go! It's been my secret weapon for years now!

Just did this same clean up myself. I used 3M Adhesive cleaner. Works like you are washing off dirt. Paper towels, 15 mins of wiping and your done to a paintable surface.
 3M™ General Purpose Adhesive Cleaner, Quart, 08984 Oh, and it is GREAT on tar on paint surfaces as it will not remove clear coat over paint. Been using this one for 15 years +
