I have lived in the north of Canada, and the south, as well as in Europe. We had snow and winter conditions in all places, the difference was how long it lasted (days, weeks, months).
Without exception, the first snowfall of the season was a disaster every year. Edmonton was as bad as any southern location. Crashes, people sliding through lights, too fast for conditions. The difference was that after a week in Edmonton, people had started to remember the previous year, and started to drive more appropriately. In the UK, and in Vancouver, there was never a long enough period of winter conditions for people to adjust, they forgot and we kept going through the 'first day of snow' situation, just like Atlanta just did.
