fuel tank cap query

hello, does anyone elses fuel tank cap have a 10-15cm lenghth of rubber attached to the top it that runs to the hinge of the flap that covers the fuel tank filler cap?

mine does, sorry no pic just a pic of what it should look like, and i guess its to make sure you dont take the fuel tank cap off and leave it lying around when filling up with fuel (dont it bofore left it on top of car it my 1978 audi), went to fill up today and noticed my piece of rubber was cut, checked realoem and they dont show it, just a ca is shown, ....gonna try gluing it also use heatshrink to get the 2 pieces to stick....dunno is this little bit of rubber sold separate to the fuel cap?
