David X was spot on with his answer. The grommets are #2 in the diagram and are the little rubber "feet" that holds the emblem to the hood and trunk.

If the old ones are still stuck down in the holes...you may want to still get new ones because reusing the old ones is kinda like reusing a condom...they will be stretched and not perform their job as well as the first time.

And just like a condom...you may need to lubricate them to get them on the small nibs of the emblem...as well as into the holes in your tailgate or hood.
