Help! Valvetronic motor inner T25 torx bolts tightening torque

Hi, I am doing a VCG job on my E70 ( 2009/X5 4.8i) and kind of stuck at reinstalling the valavetronic motor

Anybody know what is the tightening torque for this spacer that goes before the valvetronic motor ? I tried to do 10NM with the old fasteners and the bolt broke right at the middle. Luckily, I was able to get it out without removing the valve cover

I bought all new bolts and doing it all over again, it's really tight when I do it with a ratchet, but when I go for 10NM with a torque wrench, it still keep going. I am afraid if I am going to break the new bolts. Don't think my Craftsman torque wrench is wrong
