Some reference baseline numbers for you. The l/hr and rpm I was in park and just revved. The pump voltage I was driving and the high pressure I was accelerating up a hill.

Not making any sense to me.
My voltage is 1.5-2 volts higher. My specific speed, fuel pump is reading in l/h not rpm.
Your Specific delivery rate, fuel pump is showing 2 l/h while mine is showing 254 ?!!!

My rail pressure seems like its providing enough at least to idle, but it if its not getting a good reading that may cause it to not reflect to the solenoid how much to open?!

The BMW oem HPFP sensor should be in tomorrow, I'll report back if that does or doesn't make a difference.
