No, it didn't say when the new engine will come out. My guess is the 300hp twin-turbo diesel will come in 2008 when BMW introduce 50 states legal diesel in the US.
I believe hybird is at least 2 years away, as the hybird technologies are not mature yet. However, BMW just introduced break power regeneration and stop and go engine turn off in the "New" 5-series. Those 2 technologies are essencial in hybird cars.

X5 hybrid is in works.
Brake power regeneration and engine turn-off at traffic signals is also in the new 1-series.
