Personally, I think your right. rear wipers are useless (until you need them).

I have 1-speed intermittent rear wipers right now... well for 13-years driving through Buffalo a lot of that time and even then I honestly did not use them that much. Driving into the rain on your front windshield is a different story than rain falling on your rear, more vertical window that you peek at maybe 10% of the time. Variable intermittent speeds would be useless in my opinion. Just one more thing to go wrong.

It was raining here quite hard last night.... I found the rear wiper, in its intermittent mode, quite useful and it was "OK". Turn on the rear window heater (aka defroster) for better clarity. Cant complain...

There is always the possibility of it being user error. Has BMW said that it is not included (aligning with the wording in the owners manual, and in contrast to the invoice referenced above)? If not, it seems a little harsh to say that they lied.

Curious if you tried turning them on to intermittent, then off, then on again at the time they're needed again, if that would set your interval.
The manual was pathetic with regard to rear wipers, but I would think if someone went to the trouble of putting it on the invoice...they must have had some direction to do it. Although, with it on previous version...maybe not.

i've tried that. it does not work on mine, like it used to on the older x5 model. but would like more people to test it too.... just in case....

Perhaps you should stop by your friendly service department, and ask them to show you how to set the duration of the intermittent period.
