In MB's system, there a place where you can do this called "Individualization". It takes about 5 minutes and has you repeat a list of numbers and words. Pretty incredible. My mom who has an accent wasn't able to use the voice system in her car prior to this "individualization" is able to know.

Not at my knowledge. You have to learn to speak to your car and often to guess how it pronounces the towns or your friend names (for the phone part). Quite funny some times (French speaking).

Nav is not a prerequisit to get voice command.
It is just less expensive in conjunction with option 644 Preparation for mobile phone with Bluetooth interface.
