Presumably your dealer is an expert on tire repairs, and also has X-ray vision so that they can inspect the inside of the tire for any damage without taking it off the wheel.
The first problem with an external plug is the inability to inspect the inside of the tire.
The second problem is if the tire has steel belts, which can cut the plug and cause a sudden air loss when you are driving.
If you have a nylon bias-ply tire, an external plug is a perfectly good repair. That is what they were designed for.
