Wheel bolts should be checked and retorqued as per normal maintenance... In my case I have the bolt on spacers .. so to retorque these I need to take the wheel off... I think the advice is over cautious to prevent some of the common issues that are associated with spacers (either justified or not) of wheels coming off !!!

I put them on about a month ago... haven't retorqued them and have travelled around 400 km... I'm actually planning to change my wheels so will more than probably be removing them shortly.. if not I'll check them in the next month or so... I put them on and torqued them with a torque wrench so I'm confident that they are nice and tight in the first place.... if someone else did it I would have checked them earlier...
