They call it an auxilairy PTC heater btw. It does NOT heat the coolant but just the air that pases through it up to 1250W at 13 volts.
I just took my '11 X5d on a 1000+ mile round-trip to Nebraska where the temps were as low as 3 degrees F. The X5 did great in terms of starting up no matter what the temp and it ran very well, but it didn't seem to heat the cabin up all that quickly. What I found was that it helped to drive around a bit to put some load on the engine. It's definitely better than my '03 GMC diesel pickup, and far better than the MB diesels I drove back in the 80's, but I was glad to have the heated seats and steering wheel while the engine warmed up!

I think the climate control is very good on the X5, better than the '07 335i that I previously drove. What I can't seem to do is convince my wife to "set and forget" it, as she wants to fiddle with the fan, open and close the vents, etc. She is convinced that it is either too cold, too hot, too much air is blowing, and so on. Drives me batty!
