It passes the Virginia state safety inspection, which only requires two forward headlights (and obviously a functioning high beam). And I even looked up NC safety inspection, which is the same: just two forward headlights. Plus, you'd have to be pretty damn blind to miss the headlights of a massive car even if viewing from the side angles.

It's silly how FMVSS is so strict yet a Euro-spec car would meet many state requirements. Virginia has nothing in its code on vehicle reflectors or emissions controls (partly because the state has no emissions inspection), although it does say DRLs have to turn off if the blinker is located very close (example: Audi A4).
