I'd argue that
in general BMW dealers get 'first dibs' on used cars - lease returns, trade-ins, - and keep top cars while sending less desireable ones to auctions. As you know, auctions grade vehicles by condition, so typically small dealerships end up scooping from bottom lanes (high mileage, CELs, body damage, etc.).
Again, this is what happens in general, and there are exceptions, like all those stories about CPOs with body damage.
