My point exactly. At the very least they need to verify who he is. And in NY everyone over the age of 16 is required to have ID at all times

Detaining someone until they know who they are is normal procedure. If in doubt, hold them and get US immigration involved. Duh.

This makes no sense. So if I rear end someone, I'm better off just saying I have no ID and no insurance rather than providing my info so that my insurance rates go up?
