It is the entire assembly, inner and outer.

The whole thing. Part of the new tails (2011-13) are LED's.

Did you have to do any coding to the OBC after the LCI upgrade? Or was a it a simple plug-n-play swap?

I did the upgrade on my 2010. The lights work right away but you will get a bulb out warning on the dash until you get the car re coded.

That a great mod, but since my lenses are smoke it would not matter.

Yes, you'd have to code the OBC after upgrading the taillights. The installation itself is very straight forward, only took me 15mins each to replace it.
