Please post the link to one of those articles making sure it corresponds to your computer model. I tend to believe that if it is indeed the power supply there must be a way for it to be replaced and dell must be saying this for some other reason.

I just had the same problem, the mem mod was unseated from moving it. It beeped a few times and that was it. I check the manual and it explains the boot sequence and beep error codes .
I reseated the mem mod and its been working ever since. Hope this helps |
