What parts of Manhattan? Maybe you saw Kate Moss' boyfriend. Show me a child standing outside a D'Agostino's asking for a sandwich. You are pulling my panini--City Harvest is right there on 8th Ave.

Panhandling for drug money yes, but I've never had a panhandler of any age accept an offer of food, employment, or directions to a shelter. Everyone wants money or a smoke.

I have handed food to homeless and hungry in the city. There are still hungry people out there.

Unfortunately, that is a HUGE understatement.

I don't think you can oversimplify the situation in NYC by simply implying that City Harvest is the answer to everyone's problems. Especially since you don't live here (even though you might have prior to living in FLA)
