Exactly....they investigate these companies for fraud, find them guilty, fine them, and then give them more no-bid contracts.
I wish I could get some no-bid contracts, but every time I have done business with the military (many times), I always have to submit a bid and wait to find out if we won the contract, which is usually only around 20% of the time.

LOL..They do have loopholes..Depending on the size of the contract, you can submit a bid under the Small Business Set Aside Program (if they offer it)..And if your bid is reasonable, you could win a small time frame contract with some option periods....But even then, most companies just make smaller companies and win that way...
