My employer provides cell-phones with unlimited plans, so they don't care how much we use for personal calls.

Your situation is exactly what the IRS would like to tax. While your employer doesn't mind how many personal calls you make, if they provide and pay for that cellphone you should be taxed to the extent that you use it for personal calls. It's F'd up but that's the IRS for you. Your employer should be requiring compliance with the substantiation requirements. I believe that virtually all businesses and many government agencies are out of compliance. Again, !

To tax personal calls they will have to hire at least 2 guys to go through 3000 pages+ phone bills and go line by line and they will be calling users if they have question on particular call, if it is business or personal. And if the day they tax me I will not use their cell phone for personal calls. Major BS. IRS is crazy.
