Keep in mind that while soldiers are usually pretty well indoctrinated, there is a limit to what they will do when given orders.

Kind of an old old story, but back in 1905 in Czarist Russia, a similar protest took place outside the Czar's palace. The protesters were mostly Jews who belonged to a new group called the "Bolsheviks", and they were protesting against the Czar's economic policies and against religious persecution, among other things. The Czar's police ordered the crowd to disperse, and when they didn't, the military was ordered to attack. The end result was around 1000 dead and many more wounded. Some of the Bolshevik leaders were captured, while others fled the country.

Fast forward to 12 years later.... The public was much more unhappy now because of Russia's involvement in WWI. A similar protest formed outside the Czar's palace. Things got heated up, and the crowd got more and more angry. Eventually the crowd stormed the palace, and this time instead of fighting back the crowd, the Czar's military joined the crowd in storming the palace, and we all know how that story ended.

My point is that if things are bad enough, it will happen on its own. It doesn't need outside help. As long as there is no outside sabotage (i.e. foreign military aid and support to the brutal government), it will happen. Just give it time.

(The reason the above story comes to mind is that my great-grandfather was one of the Bolsheviks who fled Russia in 1905. The story goes that they were shooting at him when he crossed the border into Poland. He eventually made his way to NY as many of the Bolsheviks did and although he was tempted to go back when he got word that there would be another revolution attempt in 1917, he decided to stay here)
