Imo, it is political feel good jive...daKidz are way ahead of the politicos and can get anything their lil' hearts desire. All parents can really do is try to instill the "right stuff", try to keep them between the fences and, hope for the freaking best.

I don't pretend to know everything about the economy or Government but to surmise in one statement that California is the most over governed state in the US, and if they would stop wasting tax payer money on government they wouldn't be in such a fiscal nightmare every year is mis-informed. It is much more complexed than that. But lets just talk one issue that if solved would help the economy. Immigration http://tinyurl.com/bhcsp. That problem alone is costing the state 9 Billion a year.Add to that the doc com bust and you may understand the issue a bit better. Remember California has a budget larger than many countries and what is developed here drives much of what happens in the rest of the country. That includes legislation regarding energy, technology, the enviornment, earthquake prevention, building codes, shipping, and now bio technology. We also grow approx 68% of this nations food. So it's not the wasting of tax payer money on government thats the problem, it's the way government spends money thats the problem. We also have a problem of too many people who want to come here to live. Figures indicate that some 20 million are expected to migrate here over the next 10 years. Some will come from New Jersery no doubt. You would be surprised how a persons attitude changes once they come here to live.

I lived in the South Bay (Hermosa Beach) for 3 years and San Francisco for 2 years, I wasn't basing my statement on 1 trivial ridiculous legal decision. I am fully aware of how the State of California is operated. It's comical.

I never said that you based your statement on 1 trivial ridiculous legal decision. I said you were mis-informed. I have live here all my life and weather you think it's comical or not there's more to it than your five years as a resident can understand. I mean no dis-respect so please don't take it that way but to simply say that if "THEY would stop wasting tax payer money on government THEY wouldn't be in such a fiscal nightmare every year" dosn't explain who THEY are and what part of government THEY are wasting tax payer money on.

The real problem is incompatent politicians, special interest, and people who are fed up with both factions. People continue to fight them tooth and nail to make them spend more responsibily. Not on government but on the needs of california. Schools, highways, earthquake retrofitting and infrastructure for all the people moving here from out of state. All that without raising taxes. Remember no jobs, no taxes, and irresponsible spending equals a budget deficit. What's comical to me is all the people who like to bad mouth California but continue to move here in droves. I only hope they bring their moral compass with them. By the sound of all the critical voices we hear from far away it seems we could use their moral leadership. That is until the first 7.0 earthquake. You cannot imagine how good shaker sends the non believers packing. Now that's comical.

It was coming out of California, what did you expect, it to make sense? (no offense to the Cali posters) That state passes more rediculous laws then I have ever heard of. BTW, the majority of my family has lived in California their whole lives.

Also could the working in that law be more vague?

Yep we have our share of dud's. Ban on smoking in public buildings started here also. Now thats a good law. Personally I believe parents need to step up and nip this problem in the bud.
