I say have them paint the hood and clear bra entire hood.
Keep in mind that a proper hood repaint REQUIRES them to blend the color over onto adjacent panels (ie fenders) in order to do a perfect job.


Keeping in mind the need to "blend" if color is 9-12 inches from the edge, a hood can often be painted and blended without getting into the fender, depending on the rash location and the geometry....

But if you start with a primer hood you MUST color blend, both fenders....and the those will have thicker paint.
