Imagine that....the government spends money on something, and the people actually get something in return.  Quite a switch from the current philosophy of: tax dollars = a whole in the ground in some third world country. They can start on the street 2 blocks from my house that you wouldn't know is even a street except for it having some signs on it. Maybe this will help the few of us who no longer drive SUVs and actually have trouble driving on surfaces that aren't made of smooth pavement.
