By "lower the debate" I was referring to his disregard of certain facts. Use a site like factcheck.org, or other non-political sites, and look into some of his claims. I just picked up the ones about breast cancer survivor rates (widely discredited), punishing those who have health insurance, the reference to 15% not covered while ignoring the fact that many with valid insurance get coverage denied, the confusion of government insurance options with goverment provided healthcare delivery, fear tactics on denial of services, and so on.

I am interested in your claim that innovation doesn't come from government. I thought it was the US government that put a man on the moon. Lots of innovation there. It was just the first example that came to mind, I am sure there are others.
