Can CPO vehciles buy BMW Extended Vehicle Protection ??

I read the fine print and technically CPO vehciles can buy the Certified. But when i asked a BMW dealer he said no.

Any cell that i can forever attach to glove box power?

I want to purchase a cell( blue tooth) that i can connect to the glove box charger always. I have blue tooth module in the car, so i can use the car phone with out having to worry about running out...
