I cant speak for any shops in Canonsburg, but I've used RPM's in Cranberry before and they seemed to know how to handle a high end wheel.

Not that much... as a guess I'd say loosely...
Not that much... as a guess I'd say loosely filled bottom 2/3 of the way and the top about 1/3ish. I just wanted to slow down the waves to quiet down any noise from the enclosure being plastic.
