Fuel quality has been improving over the past few years. BMW used to specifically require premium in owner's manuals, likely in part as a way to get a better quality fuel with more cleaning detergents. The variability in fuel across the US meant that they needed to specify premium to cover all the crap fuel being sold.
In the 2008 owner's manual, premium fuel is no longer 'required' but it is highly recommended. The manual notes that you can use any fuel down to 87 AKI, and talks about fuel quality, but does not make any mention of reduced performance.
I maintain that if you notice a difference in performance using the fuel available in your area, you should use premium. However, if your vehicle runs fine on 89 (as mine did) then you don't have to turn in your Roundels any longer.
