All the fuses ohm out to zero.

Wear were you measuring 12V at? Where did you place the meter test leads ?

It wasn't doing that before, right? That means the CAS is successfully authenticating your key and signalling the starter. At this point, it sounds like you have a voltage drop problem - probably a dead battery. Can you put the battery on a charger and try again in a while? Leave the IBS disconnected.

When the IBS goes bad, it can keep the car from successfully shutting down and it will kill the battery.

As for the fuses, it sounds like they're good. At worst, they might be slightly corroded. I don't believe you could source they locally except maybe at a BMW dealer.

that's correct it wasn't doing that before. I got the the IBS unplugged and its on a charger so i will check it in a bit. The battery is brand new so hopefully i wont take long to charge.

i put the leads on the negative battery pole and checked on the pin coming off the plate.

The charge time will be related to the capacity of the battery which is quite large in these vehicles; you probably have a 90Ah battery. On a 12 amp charger, that would take about 8-9 hours to fully charge although it should start well before then.

As a general rule, you can measure the state of charge according to this (for AGM battery):
100% (fully charged) - 12.80+ volts
75% - 12.60 volts
50% - 12.30 volts
25% - 12.00 volts
0% (dead) - 11.80 volts

That would be measured at the battery itself after its been off the charger for a couple hours. It will read higher fresh off the charger.

If it still doesn't want to start after verifying the battery is charged, try connecting a jumper cable between the engine & ground point under the hood as a makeshift ground strap. If that still doesn't work, you can try connecting a battery pack or use the jumper cables to connect another battery to the jump post under the hood which would help rule out the fuses in the back of the X5. The jump post goes directly to the starter iirc.

i let it charge all night.

Put a jump starter on the + under the hood and connected the negative to a grounding strap. Fuel pump comes on, starter clicks a few times, nothing else happens.

Can you take a video? Also check the battery voltage and report back. I'm somewhat at a loss - if the starter clicks, it sounds like it is trying to turn the engine over. It's either a voltage problem or the starter is somehow jammed.

Started tracing down the wire that feeds 12v to the front of the starter. I have got back to the wiring harness on the passenger side and still have not found 12v
