I've seen those cables on test cars before. It's probably something like the rear differential that's being tested or checking that the speedo works properly. Could be a hundred and one things.

It's the new locking differential feature
That wire to the rear hub is to activate the optional electronic locking differential. You can order the wire in any body color as well as chrome and matte black. There is a diamond studded version in the Niemann Marcus Christmas catalog this year for $25,000.
BMW added this option to compete with the Touareg because so many potential BMW owners are stolen by VW because of their locking differential. You'll need a special adapter kit if you want to install spinners.
