We'll I did try what you suggested and no luck. My phone doesn't see the bluetooth. Incidently i did press the sos button and talked to a lovely operator at bmw assist so I know that part works..lol.. I assume I don't need the pairing button as needed on some older units so I don't know what Im missing.
I tried the key at two positions and my scan doesn't show it. Weird.

Ditto...I go no problem pairing my Samsung Note 4 back in 2014 to my X with a 12/2005 build date.

I turned the ignition to KL R (ignition position 1), then went into BT settings on the Note 4...and BMW24133 was listed (24133 is the last 5 digits of my X5's VIN). I selected my BMW...& was then prompted to enter my PK code (found in my BT paperwork).

My Note showed it had paired with b the X...I then turned the ignition off and waited the prerequisite 30 seconds. It took a few drives for all my contacts to load...but could make & receive calls using the "talk" button on the steering wheel (not the R/T button).

I was also able to program some VC (voice commands) where you can press the "talk" button & speak a name and the X will call that number.

I never have paired my Samsung galaxy S5 through factory bluetooth... because I just do not have it! I bought aftermarket radio and now I have to do nothing! Just go to my car and sit in and after ignition it pairs automatically!
What I wrote u here about old phones it was what I have been told from other people!
Sorry if something was wrong!

I must be missing something. Let me start at the beginning. My car is a 2004 X5 ordered with a telephone and nav. When I picked it up some story about the telephone module being changed and they did not install it, as it was in the middle of a upgrade. When I looked under my cd changer is see a ULF that according to the serial number has Assist but no bluetooth. So I swapped out for a newer TCU from a 2005 M3 that had the same connections. Bmw assist works but no bluetooth. Maybe the factory left something else disconnected. What should I look for. I do get the activate phone message when I press the speaker button or the R/T button when the key is in position 2. Incidently when I press either button I get no beep. Does that mean something? Or is there something not connected that I should be looking for? I appreciate all the help..THX

Well after battling it for the whole day I am happy to report
I finally connected to my Samsung Edge 6. I had to place the phone directly beside the TCU to connect for the first time. Now it will connect only if I hold it around my head in the drivers seat. This must be an antenna issue I assume. Maybe it is buried somewhere and I have to dig it out or run it along the interior or something. Thanks for all the input but It definitely doesn't need a phone from the stone age. It even loaded the phonebook pretty quickly which was nice. Any thoughts on the poor connection, is it the antenna?

Frankly the Bluetooth is not very good. At least on mine it's not. I got my phone paired and was petty disappointed in the sound quality. So I just use a Jabra speaker instead.
