Ok today I double checked all pins and connectors and wiring and everything looks good.
I pulled out the LCM while absolutely shredding the back of my hand! I think the LHD LCM is mounted the other way around so the slotted mounting hole is at the top, which makes sense as it's difficult to get to. NOT IN THE RHD MODEL! I had to get my hand all the way up there to undo the bolt! I digress  .Upon visual inspection there are no burnt tracks or components or any sign of water damage. I plugged the LCM back in. Light's still fucked  I have no idea what to do.

I had a similar problem with my side maker light and it was never resolved I think it was an internal fault in the LCM.
You get voltage but no current usually means a bad connection somewhere. If you can find the pinout for that lamp, measure at LCM to determine if it's wiring. You need to load the circuit so use the likes of an old timey circuit probe with lamp in the body of the screwdriver looking probe.

Use a Power Probe. I have a Power Probe IV. It comes in handy to supply voltage and check grounds. If the wiring probes ground on the positive side, the wiring is bad. If you power it with 12V, the wiring at the point to the light (light should turn on) and ground are both good. So the problem is power to the light.

Update on this!
It was a bad earth all along!  If you install the Mercedes wiring loom do not use the mounting bolt for the light unit as an earth! It is insufficient! I soldered onto the earth in the plug and it's working fine now. The reason I didn't suspect the earth was because the right side worked fine!

My X5 had a pitted trace in the tail lamp housing that caused the lamp holder to fail to make a good connection. I filled the pit with some solder and it's been working fine for 5 or 6 years now.
